Henry Knoche, 52, the Deputy Director of Central Intelligence, attended Bethany College (West Virginia) and Colorado University, and was graduated from Washington and Jefferson College (Pennsylvania). Mr. Knoche served two tours of active duty as a Navy officer in World War Two and the Korean War. He joined the Central Intelligence Agency in 1953 as an intelligence analyst specializing in Far Eastern political and military affairs with a knowledge of Chinese. From 1962 onward Mr. Knoche held a variety of management positions in the CIA in such diverse areas as current intelligence, photographic intelligence, and planning and budgeting. Among other posts he was director of the office charged with evaluating foreign military developments. Early in 1975, during the inquiries into American intelligence activities by the Rockefeller Presidential Commission and the Senate and House Select Committees, he served as Special Assistant to the Director of Central Intelligence in liaison with those conducting the inquiries. In the fall of 1975, Mr, Knoche was named Associate Deputy to the Director and was involved in the coordination and management of resources of the U,S, Intelligence Community which includes the CIA as well as intelligence elements of other agencies. In April of 1976, he was named by President Ford to be Deputy Director of Central Intelligence in charge of the day-to-day operations of CIA. He was confirmed by unanimous consent of the Senate on 30 June 1976, Mr. Knoche was honored with the President's Award for Distinguished Federal Civilian Service in January of 1977.
