Reason: The two would offer ,geographical balance and appeal to independent voters. Reports of increasing violence and disturbances in the Soviet Union are filtering out to Western intelligence sources. Officials do nor yet know whether scattered bomb explosions, demonstrations at a soccer game, and work stoppages reflect general unrest or are part of a coordinated effort.
