SUBJECT: Award of National Security
Medal to DCI Bush
To confirm our informal notification, the President has approved
the award of the National Security Medal to Director Bush and,
wishes to make the presentation at a mutually convenient time
during the week of January 10.
I enclose the approved citation. Will you please forward the Medal
and the accompanying certificate to me. Also will you please give
me an indication of any guests Mr. Bush might wish. to have if the
circumstances of the presentation are such that guests may be
included.

Citation for the Nati.onal Security Medal
for Mr. George Bush
Director of Central Intelligence
Having previously distinguished himself in the service of his country,
George Bush has made an outstanding contribution to the national
security of the United States as Director of Central Intelligence. His
unique hack g,'ou.nd for this assignment included management of a successful
business,eupcrie.r,ce a,s a Congressman, and. service in highly important
diplomatic posts at. the United Natio.ris and in the* People's Republic of
China. The role of Director of Central Intelligence has many facets and
George Bush was outstanding in each, as adviser to the President, as
leader of the U. S. Intelligence Community, as spokesman to the Congress
and as the operating head of the CF ntral Intelligence Agency.
As the leead.,r of the Intelligence Community, he was directly responsible
for major i.rnl;r.ovements in the allocation of intelligence resources and
for increasing the responsiveness of the intelligence product to the needs
of the poli'i.cy ir:'kers and operating officials of 1.1~e Government. His
effectiveness as a spokesman, both within and outside the Government, did
much to restore America's confidence in. its intelligence agencies.
The achievements of George Bush in improving the responsiveness and
the overall effectiveness of the Intelligence Community and the Central
Intelligence Agency reflect public service of the highest o rd.e r. His
influence will long be felt as one of major si,gnificance to the accomplishment
of the' foreign intelligence' mission of th.e United States Gover.nment.
