He -gave the Senate the names of nearly-- 200 researchers who worked on 149 of the projects- Turner testified' before a joint ses sion of the Senate Select Committee on Intelligence and.a health subcom- Excerpts from documents on IA mind control efforts. This was _an_ umbrella code name: given to --:number of sensitive ex- periments with drugs, hypnotism and other behavioral modification tech- niques in the period between 1953 and 1964. KENNEDY SAID the` newly- di covered.. material reveals a more- extensive series of experiments than had been previously known'as well as new instances-of unethical- behavior. Kennedy said there were 86 universi- ties on institutions involved= in the projects that until very recently were not known to Senate probers. He re-. called that-the records of most of the CIA's. experiments.with drugs and mind-control agents :were ordered de- stroyed in 1973 by formerCIA-Direc--- `for Richard Helms." \ But Turner said that new informa-' tlan was recently discovered among CIS 1Zn -icial .records and that they escaped befng`-destroyed because they were filed under budgetary in :stead of oroiect titles... -. ? -. 1 Turner said the new material was turned over to the Senate committee, including all the names and institu- tions involved, on a classified basis. ..most of the people and institu- tions involved are not aware of agency sponsorship," Turner testi- fied. 'We should certainly assume that the researchers and institutions which cooperated with CIA on a wit- ting basis acted in good- faith and in the belief that they were aiding their government in a legitimate and proper purpose. "We are now in possession of the names of 185 non-government re- searchers -and assistants who - are Identified in the recovered material with the 149 subprojects," Turner decla l red. "The names of 80, institutiohs where work was done or' with which these people were affili- ated`are also mentioned. The institu-; tions include 44 colleges or universi- ties; 15 research foundations - or, chemical and pharmaceutical companies, 12 hospitals or clinics in additon to those associated with universities and three penal institu tions." -THE ' IDENTITIES ' of - some ,of : these people and institutions were known previously to current CIA offi-7, cials and congressional probers but informed sources said the numbers. of.the newly identified participants' to far beyond previous knowledge. Turner said one project involved a contribution of $375,000 to'a building fund of a private medical institution which he did not name, The cuntribn- tion was previously reported, but Turner ? said the newly discovered material makes it clear for the first. time that this contribution Was made through an intermediary which made, it appear to be a private -donation' The institution was not told of the true source of the gift. Turner said the newly discovered documents give a greater insight into' the scope of the drug .testing -"but.t contribute little mnrp than that " 14P1 said CIA now has uncovered informa4 Lion that some of the drug testing on people unaware of what was happen ing was carried on in safe houses in; San Francisco and New York City,.. "WE RAVE IDENTIFIED-- that three individuals were;involved in` this undertaking as opposed to the' previously reported one person," : Turner said. "We also know now that some-unwitting testing took place on criminal sexual psychopaths con. fined at a state hospital and that-: additionally, research was done on a: knock-out or 'K' drug in parallel with research to develop pain-killers for Turner said there had been no a - . tempt to conceal 'the' newly discov- ered material in earlier searches and said the agency discovered these par- ticular documents in 1973 when it was in the process of attempting' to- de- stroy them. - . He pointed out that the recovered documents are finance folders-arid that the bulk of the material consists" of approvals for advance of funds; vouchers and accountings. Most of these documents, he said,- were not very informative as to the nature of the activities being undertaken and in general do not include status re- ports or other documents regarding operational considerations. - HE SAID THE newly. recovered- j documents fall into three categories. - ? First, there, are 149 MK-ULTRA subprojects, many of. which appear. to have some connection with _ rc- - drug- acquisition .and .'testing or. 1 administering drugs surreptitiously. - -? Second, there are two boxes of mis. cellaneous MK-ULTRA papers in- cluding audit reports and financial statements from. "cut-out" (inter-' mediary) funding mechanisms used -to conceal CIA's sponsorship of re- 4, There are 33 additional subprojects concerning certain intelligence ac- tivities which have nothing to do with drugs, toxins or. other related mat- ters. - Turner grouped the activities in the 149 subprojects as follows: ? Research into the effects of bchav= ioral drugs and alcohol: 17 projects probably not involving human test- ing; 14 projects definitely involving tests - on human volunteers; 19 projects probably Including tests on human volunteers and perhaps tests on unwitting subjects as well; and six projects involving tests on unwitting -- ? There were eight subprojects of re- search on hypnosis; ineludingtwti tit='' volving hypnosis and: drugs: in combi nation: - There- -were seven projects for STAT cancer patients."
