Bush Honors Webster
WASHINGTON (AP) - President Bush gave a Medal of Freedom to CIA
irector William Webster on Thursday, saluting riim or a lifetime

A White House spokesman said award, in part, recognizes
Webster's role in Operation Desert Storm.
Webster was not among a group of officials that Bush publicly
honored earlier this month for their roles in Desert Storm in an
East Roan ceremony.
Bush then gave medals of freedom to Gen. Norman Schwarzkopf,
Joint Chiefs of Staff Chairman Colin Powell, Defense Secretary Dick
Cheney, Secretary of State James A. Baker III and National Security
Adviser Brent Scowcroft.
Webster on Tuesday agreed to delay his scheduled July 31
departure from the agency because of the delay in confirmation
hearings for Robert M. Gates, bush's nominee for the post.
White House spokesman Raman Popadiuk said that the president
wanted to canmend Webster fop 'the magnificent work he did during
Desert Storm and Desert Shield'' as well as his eight years as a
federal judge, his nine years as director of the FBI and for his
four years as director of central intelligence.
However, the citation to Webster did not mention the Persian
Calf War at all. It called Webster "a true patriot for whom love
of country has been his guiding principle."
Popadiuk, asked why Webster was not honored with the others,
said the earlier awards ' were different' in that they focused
primarily on performance during the Persian Gulf War.
