Kerr was sworn in as Deputy Director of Central Intelligence (DDCI) on 20 March 1989. Mr. Kerr was born on 4 October 1935 in Fort Smith, Arkansas. He received his BA Degree in history and did graduate work at the University of Oregon. Mr. Kerr joined the Central Intelligence Agency in 1960 as an analyst. He subsequently was the representative of the CIA to the Commander-in- Chief of the Pacific (CINCPAC) in Honolulu. Mr. Kerr served as the Executive Officer for the Intelligence Community Staff and Vice Chairman of the Committee on Imagery Requirements and Exploitation (COMIREX). From 1976 to 1982 Mr. Kerr served as Director or Deputy Director of offices responsible for regional and political analysis worldwide, intelligence analysis of East Asia, and production of current intelligence. In July 1982, Mr. Kerr was selected to serve as Associate Deputy Director for Intelligence. On 1 January 1986, he was appointed the Deputy Director for Administration and was responsible for supporting those Intelligence Community components under the jurisdiction of the Director of Central Intelligence. On 21 April 1986, Mr. Kerr was appointed the Deputy Director for Intelligence where he directed the CIA component that conducts analysis and production of finished intelligence. Mr. Kerr is married to Janice Sinclair Kerr and is the father of four children.
