1. I consider it significant that Huang Chen informed me
he would a arriving in Washington on May 29, which is three
days earl er than he had originally contemplated, he checked
carefully; with me to ascertain that he would probably get there
before yo. depart for Iceland with the President. It appears
very like y from this that he would welcome a meeting with you
prior to your departure.
2. Accordingly I strongly recommend that you see him if at
all possible. In light of the emphasis which Chou En Lai
placed onlthe Indochina situation, particularly Cambodia, in
his conversation with me on May 18, this seems to me a likely
matter ofddiscussion.
3. At th conclusion of my meeting with Huang Chen I asked
all the o hers present to leave the room.(except of course for
the inter reter, Nancy Tang) and then passed on to him what
you had told me of your conversation' with the Chinese of May 15.
