KISSINGER FROM: Marshall Wright I SUBJECT: General Westmoreland and Ethiopia WFoRMR 11vN February 25, 1971 Westmoreland. either has or will be seeking an appointment with you on the Ethiopian situation. On a recent visit to Ethiopia Westmoreland had a meeting with the Emperor during which Westmoreland played pretty fast and loose in committing us to help the Emperor with his insurgent problem in Eritrea. The General promised to send some "hand-picked advisers" to help the Ethiopian forces deal with the insurgents. He also promised that we would assist the Ethiopians with civic action programs in Eritrea. We may -- or may not -- want to follow through on Westmoreland's zeal. The argument for it is that the Ethiopians need some help in dealing with the situation. The argument against is that thus far we have been immune to attack and this may very well be partly due to the lack of any American role in the Ethiopian anti-insurgent activities. In short, I think we need to take a very long, very hard look at this before we do anything. I think it important that I be present for your conversation with Westmoreland.
