Background
You may recall that Safran has written to you and has written a recent
article urging that a U. S. -Israeli mutual defense treaty is the way
to provide Israel with the guarantee it will need to make an agree-
ment with the UAR. Safran has said that the Israelis would accept
such an arrangement.
Talking Points
1. You are interested in the view that Safran has expressed. You
find it a little surprising from what you know that he feels that the
Israelis would accept this. What evidence does he have for this?
2. You would be interested in his analysis of the political forces at
work in Israel now. One school of thought holds that there is a group
of sufficient strength to come to the fore in support of Israel's near
total withdrawal provided there were sufficient guarantee of Israel's
security. You would be interested in hearing his view of who these
people are and how such a transition might work.
