Dear Mr. Aubrac:
The following is a message to you from our mutual friend:
"Your July 16 letter, obviously written within hours of
the President's announcement, gave me warm satisfaction.
We have, of course, been receiving many messages welcoming
the initiatives on China, but few mean as much to me personally
as one coming from an old collaborator in delicate diplomacy.
"You will understand why I cannot get into substantive
comment on the various observations you make in your letter.
Let me just say that on the two principal problems you mention,
Indochina and South Asia, we are diligently searching for ways
to bring the existing conflict in one area to a close, to prevent
the eruption of a potential conflict in the other area, and to
alleviate the human suffering in both.
"We can be grateful that there are dedicated and selfless
international civil servants such as yourself who share such
objectives.
"I continue to count on your letting me know the next time
you travel to this country.
Let me add my own personal regards.

Response to Aubracls July 16 Letter
Attached at Tab A is a reply to Aubracls July 16 letter to you which
you have already read. Per our usual procedure once you approve
the draft, I will send it to him as part of a letter from me.
You will recall that the highlights of Aubrac's letter are as follows:
-- His joy and admiration over the initiatives on China.
- His belief that the prospect of the forthcoming summit should
help speed the end of the Vietnam war since neither side will
wish to jeopardize the planned meeting. He believes that the
President's announcement confirms that China will support a
negotiated settlement and assures that we will not be tempted
to escalate.
His concern over the situation in the South Asia sub-continent,
and his unhappiness over the Pakistanis' refusal to clear him
as the FAO representative in East Pakistan, on racial (? )
grounds.
- His belief that developing U. S. /Chinese economic relations
will contribute to a political momentum, with benefits both
for the'development of China and world peace.
- His reminder that the FAO is the one specialized agency of the
UN in which Taiwan is not a member, and the interest of the
UN/FAO in the post-war reconstruction of Indochina.
In the draft response at Tab A, I have deliberately avoided the issue of
Aubrac being denied clearance by the Pakistani authorities.
