KISSINGER FROM: Helmut Sonnenieldt SUBJECT: Soviet Interest in Kosygin Visit to UN or US In connection with Gromyko'a meeting with the President, you should be aware of reporting from our Embassy in Ottawa (Tab A) to the effect that Premier Kosygin might be interested in visiting the 'UN and or meeting with highest US officials (this was highlighted in this morning's CIB). On August 30 (a mouth ago), the Soviets inquired whether the Canadians would be unhappy if Koaaygin were to visit the UN in Nq. w York after leaving Canada. -- The following day a Canadian official said that the Soviets were showing great interest in the American reaction to the Kosygin visit. _.. Finally, the aaadian Ambassador in Moscow pointdd out Eosygin's strong desire to visit Niagara Falls, and speculated this interest might be motivated by a desire to provide an opportunity to meet with highest US officials in a +sonvhnient locale. While what has been reported by the :_;anadians is thin, the logic of the situation does raise the question of Kosygin attending the UN, and, should he do so, whether he should then be invited to V a shington. FYI, Iasygin will visit Niagara on October 25 as a side trip from Toronto and departs Canada on October 27; if he goes to the UN it would be then.
