KENNEDY JOHN'. HOLDRIDGE SUBJECT: Thailand Follow-up This is to give you an update on where we stand on the Thai issues which we discussed with Ambassador Unger. AAT This is moving along well. Unger has bad a couple of discussions with the Thai and there seems to be a meeting of the minds. The Thai under- stand that we are not inflexible. Unger looks forward to successful talks leading to an agreement soon. As you know we made certain that nobody on our side initiated further discussions until Unger returned. That seems to have helped. Unger obviously is pursuing the course which we discussed with him. TEXTILES The saga of the pajamas also seems on the way to a solution. We pushed the bureaucracy to either agree on a reasonable course or state their views for the President's consideration. The result was an agreement between State and Commerce that a substantial portion of the impounded Thai shipments would be released immediately with the remainder to be released chargeable later against whatever new quota agreement is established on condition that Thai agree to send the negotiator over now. The Thai Embassy was sounded out on this and thought it would probably meet the GOT needs. The proposition is now with our Embassy in Bangkok. This is just about what Unger wanted -- a way to let the Thai save face while agreeing to send the negotiator.
