"I very much appreciated the opportunity to talk with you during
my recent visit in Riyadh. The chance to exchange views with
you after my very cordial talk with His Majesty contributed
greatly to my further understanding of your concerns. Because
it will be of great importance for our two governments to stay
in very close touch during the days ahead, I believe this would
be an opportune time for you to make the visit to the United States
that we discussed together in Riyadh. I hope that you might be
able to suggest a time so that we could talk before my departure
for Europe the weekend of December 8.
"Having reflected further on my conversations in Riyadh now that
I am back in Washington, I continue to feel that it will be very
difficult for us to be as helpful as we would like in the negotiations
ahead if we remain under the threat of a continuing-oil boycott.
It will be very difficult to explain in the United States that the
continued shut-off of oil supply is the act of friends in the Middle
East. In an atmosphere of confrontation, it will be hard for us to
muster support for the posture that we shall have to adopt if the
negotiations are to have any chance of succeeding.
