Walter Minnick from Bud Krogh's office came by to see me concerning
the meeting this afternoon.
The issue relates to the narcotics intelligence function overseas --
particularly as it pertains to the overt side. Now BNDD has 115 agents
overseas and customs has 8. The BNDD agents for the most part are
not experienced (many are relatively new at the game and have performed
principally police functions in the past) and do not have any language
facilities. Their effectiveness suffers from these lacks. Customs
on the other hand is a much larger agency to begin With with more
experienced personnel and many with language facilities (Italian, French,
and Spanish). Krogh wants to increase the number of customs agents
overseas by 25, principally to help the BNDD get the job done.
There is a bureaucratic and jurisdictional problem, as you know, between
the BNDD and custoxris. To help resolve this, Krogh has in mind consoli-
dation of customs and BNDD but this is closely held and because of bureau-
cratic and political consideration will not be raised until after the elections.
He may have to allude to it at the meeting this afternoon to get support
for an increase in the number of customs agents overseas.
customs and BNDD are all involved there is a major problem in
getting a handle on all of the available intelligence -- there is no central
machinery for this. Krogh has in mind a national narcotics intelligence
center. A draft proposal for this is attached. Neither customs nor

BNDD is aware of this proposal, and until it has been staffed out Krogh does
not want to raise it because it could run into serious bureaucratic objections.
It too would mean a consolidation of customs and BNDD. The draft. pro-
posal developed for the purpose is attached (it has not been circulated to
anyone).
At my suggestion, Minnick will be contacting Andy Marshall to discuss the
intelligence function further.
