1. We have reflected carefully on your proposed scenario for
cancellation of November 18 meeting contained USDEL 18860. After
reviewing the various angles, we have reconsidered our earlier
position and come to conclusion that it would be in our best interests
to hold November 18 session as scheduled.
2. We nonetheless believe your idea has substantial merit and it
should be held in reserve for possible use at an appropriate time in
the future. Meanwhile, you may wish to consider preparing for
possible use press statement on POW issue keyed to other side's
failure to respond to or remedy mail situation. Thanksgiving week
would certainly offer appropriate occassion for this purpose.
