You are getting updated instructions for the Plenary session
through regular channels, with a slight new twist regarding suspension
of Plenaries if the other side tries tactic of appearing flexible. This
is to let you know that we have approved this message and have informed
Bunker accordingly.
In any event, you should use the formulation that we have discussed
to the effect that "we have made absolutely no progress with the other
side in any of the available channels. "
In addition to the questions for the other side suggested in the
State channel, others that come to mind include:
-- Will you discuss restoration by both sides of the status quo
ante March 30, 1972?
-- Will you discuss a mutual return to the circumstances that
surrounded the cessation of acts of force against the DRV
in 1968?
