3. On another subject, the Germans have told the Secretary
that the Israeli Ambassador here has said he wants to
associate himself with the Sec retary's "protest on the
EC-Arab Conference." The Secretary wants you to call Dinitz
and tell him that what the Secretary said to the Israelis
was personal. He does not approve of the Israeli
Ambassador here associating himself with a non-existent
demarche.
