1. PLEASE PASS FOLLOWING TO THE PRESIDENT.
QUOTE I HAD TWO AND A HALF HOURS WITH GROMYKO WHO WAS IN AN EXPANSIVE
MOOD. THEY REMAIN MOST EAGER FOR A SUCCESSFUL SUMMIT AND WE REVIEWED
ALL AGENDA ITEMS EXCEPT SALT. THE MIDDLE EAST WILL BE DISCUSSED
MONDAY. ON MAJOR SUMMIT ISSUES, WE AGREED TO START TECHNICAL TALKS
ON A THRESHOLD TEST BAN ON MAY 22. ON NON-DEPLOYMENT OF SECOND ABM
SITE HE GAVE ME THE DRAFT OF AN AGREEMENT AND I THINK WE ARE HEADING
TOWARD AGREEMENT. TALKS FOR AN AGREEMENT ON ENERGY COOPERATION ARE
BEGINNING IN WASHINGTON THIS WEEK. OTHER MATTERS SUCH AS LONG-TERM
ECONOMIC AGREEMENT, ARTIFICIAL HEART COOPERATION AND HOUSING TECHNO-
LOGY COOPERATION ARE ALSO PROGRESSING. GROMYKO PRESSED HARD FOR
EARLY SUMMIT-LEVEL CONCLUSION OF THE EUROPEAN SECURITY CONFERENCE,
IF POSSIBLE BEFORE YOUR SOVIET TRIP. BUT I MADE NO COMMITMENTS ON THIS
MATTER, IN WHICH WE ALSO NEED FURTHER COORDINATION WITH THE MAJOR
ALLIES, SO THAT YOU WILL HAVE THE OPTION OF MOVING FORWARD ON IT
DURING YOUR MEETING WITH BREZHNEV. THE PROSPECT MIGHT THEN BE
FOR A SUMMIT-LEVEL CONCLUSION OF THE CONFERENCE IN LATE JULY.
WITH A PRODUCTIVE SUMMIT WITH YOU IN JUNE AND POSSIBLE BROADER SUMMIT
IN JULY IN PROSPECT, WE WILL HAVE THE MEANS OF REGULATING SOVIET
BEHAVIOR IN THE MIDDLE EAST. WITH THIS IN MIND I ALSO STRESSED TO
GROMYKO THAT WE ARE MAKING MAJOR EFFORT TO PROTECT CREDITS FOR SOVIETS
IN OUR LEGISLATIVE STRATEGY. THE ATMOSPHERE OF THE MEETING WAS
EXCELLENT. UNQUOTE
2. PLEASE GET WEINBERGER TO SIGN OFF ON ARTIFICIAL
HEART PROJECT WITH SOVIETS SO THAT THAT MATTER CAN MOVE FORWARD.
3. I WANT DENT TAKEN OFF THE STUDY ON ENVIRONMENTAL WAR ON
GROUNDS THIS IS MILITARY PROBLEM. IF HE HAS ALREADY BEEN INVOLVED
BY RUSH, HE SHOULD STILL BE TAKEN OFF AND HE SHOULD BE CAUTIONED TO
KEEP KNOWLEDGE OF PROJECT ENTIRELY TO HIMSELF. ALSO, MOVE
DUE DATE OF STUDY TO MAY 10.

QUOTE I had two`,,hours w~ th G&myko who was in an expansive
mood. They remain most eager for a successful summit and we
reviewed all agenda items except SALT./Middle East will
be discussed Monday. On major summit issues, we agredd to start
technical talks ontthreshold test ban on May 22. On
non-deployment of second ABM site he gave me the draft of
an agreement and I think we are heading toward agreement.
Talks for an agreement on energy cooperation are beginning
long-term economic agreement,
in Washington this week. Other matters such as/artificial
heart cooperation and housing technology cooperation are
also progressing. Gromyko pressed hard for early summit-level
conclusion of the European Security Conference, if possible before
your Soviet trip. But I made no commitments on this matter,
on which we also need further coordination with the major
Allies, so that you will have the option of moving forward
on it during your meeting with Brezhnev. prospect might then
be for a summit-level conclusion of the conference in late
July. Thar With?roductive summit with you in June and
possible broader summit in July in prospect, we will have
means of regulating Soviet behavior inMiddle East. With
this in mind ,* I also stressed to Gromyko that we are making
major effort to protect credits for Soviets in our legislative
