With regard to reference message, Dr. Kissinger would appreciate
it if you would ask Ambassador Ingersoll to plan to brief press after both
meetings. He feels a lower level briefing would swamp our presentation.
He wants Ambassador Ingersoll to tell the Japanese that Dr. Kissinger
insists on restrained and agreed presentations.
