In the attached memo, Director Helms reports that your speech
revealing the secret initiatives has caused difficulties for the
North Vietnamese in dealing with the French Press.
Your lifting of the veil of secrecy surrounding the
private negotiations has caused some loss of the
confidence among French readers.
? Although one French correspondent continues to try
to present the North Vietnamese side, most of the
other French correspondents are now defending the
American point of view.
