PURPOSE Meeting with Indonesian Minister of State to Assist the President in Defense and Security/ Affairs and Vice Commander-in-Chief General Maraden Panggabean Friday, September 8, 1972 10:Z5 a. m. (5 minutes) Oval Office To reaffirm the strong support that you attach to the progress and stability that Indonesia has achieved under President Suharto's leadership, and to give you the opportunity to convey your personal re- gards to President Suharto. II. BACKGROUND, PARTICIPANTS, PRESS A. Back round. General Panggabean's visit to the U. S. on September 5-9 is at the invitation of Admiral Moorer. En route he has already visited Thailand and the Philippines, and on his way he will stop in London and possibly other West European capitals. General Panggabean requested a call on you, and he will be meeting with me just before he sees you. I will plan to bring him to the Oval Office at 10:25 a. m. for a brief courtesy call on you. Assure Panggabean that the U.S. will maintain our mili- tary and economic assistance to Indonesia at least at their present levels. -- Reassure Panggabean that the U.S. is not withdrawing from Asia, and that the Nixon Doctrine is intended to enable us to meet our commitment in Asia and to retain the necessary support among the American people to do so. - - (If Panggabean asks for substantially increased U. S. mili- tary assistance, including more sophisticated equipment such as F-41s. ) You are sure that this problem can be worked out satisfactorily between the Department of Defense and the Indonesian Government. -- (If Panggabean asks for U.S. financial support for Indonesia's regional counterinsurgency plan Taruna.) You hope that our increased levels of military aid will provide the needed assistance for Indonesia's efforts to improve regional security cooperation, which we support in principle. S. withdrawal from Vietnam. he may ask for combat jets, a stepped-up flow of excess defense articles, and for U. S. support for a regional counterinsurgency training program code-named Taruna which Indonesia is interested in sponsoring. (U. S. security assistance for Indonesia for FY72 totaled $21. 5 million. For FY73 we are requesting $34. 5 million in grant MA.P and excess defense articles. ) General Panggabean is second only to President Suharto in the Indonesian military structure, but is one among several competitors for second place in political power. Panggabean.will be the first ranking Indonesian official to visit Washington since Foreign Minister Malik was here last fall following the U. N. General Assembly session, over which he presided as President. You have sent several messages to President Suharto since late last year, most recently via Secretary Rogers during his July visit to Djakarta and Admiral Zilmwalt during his August trip to Indonesia.
