Dear Mr. Karamessines:
It was with sincere regret that I learned of your
intention to retire from the Government at the end .
of the month. You can be justly proud of your
distinguished record of service, first as an officer
in the OSS during World War II and in the Central
Intelligence Agency since its inception.
You have been .entrusted with some of our Govern-
ment's most sensitive tasks during this period and
you have handled those assignments in a thoroughly
professional manner.
As you leave your post, you carry with you the
respect and gratitude of all who have served with
you. To their good wishes for the future I am
pleased to add mine, along with deep appreciation
for your many contributions to this country.
