MEMORANDUM FOR HENRY A. KISSINGER
FROM: William Watts
SUBJECT: President's Annual Review (NSSM 80)
Submissions for the Annual Review are due in from State, Defense,
CIA, and Treasury by December 22.
You told me the day before yesterday that you wanted a draft three
weeks prior to the proposed late January release time.
I have discussed this with Bob Osgood, who has overall responsibility
for pulling the draft together, and I have set a tentative due date of
January 7.
Obviously this it a task of major proportions, and I have asked Roger
Morris and Winston Lord to assist in drafting. They have agreed (as has
Osgood). Additionally, both Dick Kennedy and I will be able to lend a
hand.
This means that there will be approximately 2 1/2 weeks for final drafting
after submissions are received from the other agencies.
The drafting team will, of course, be shaping their thinking in advance,
and I have already asked all senior staff members to prepare preliminary
submissions for their use. Most all of them are in.
