The President is concerned with press reports that American
civilian advisors in Vietnam are undermining our effort there by claiming
that there have been many My Lai type incidents in Vietnam but they
have not been uncovered. He would appreciate your taking whatever
discreet steps you believe appropriate to get U. S. advisors to avoid
such speculation.
The President would like a report on what action was taken.
