Helms said after the Verification Panel meeting that he would like a piece of paper. That you sign the memo to Mr. Helms (Tab A) with copies to members of the Verification Panel (The Attorney General, Smith, Richardson and Packard). 4P - No Objection to Declassification in Full 2012/04/02 : LOC-HAK-3-7-13-6 No Objection to Declassification in Full 2012/04/02: LOC-HAK-3-7-13-6 IV SECRET MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE SUBJECT: Special National Intelligence Estimate on Soviet SALT Position This is to confirm the agreement in the Verification Panel meeting of January 21 that a Special National intelligence Estimate dealing with the Soviet attitude toward SALT would be a useful contribution to our preparation for the Vienna negotiations. Such an estimate should include: 1. A discussion of how the Soviets assess the first round in Helsinki, especially any judgments they may have made on our position. 2. The probable Soviet position for the next round in Vienna, including some speculation on their proposals and bargaining position. 3. A discussion of the factors, internal, external, and military, that will bear on their tactics. 4. A. discussion of what the Soviets might consider a reasonably satisfactory strategic relationship with us, and a judgment whether they believe such a relationship could be achieved through SALT. in order to coincide with other preparations, the estimate should be forwarded by February 20.
