Vietnam The President greatly appreciates the very effective manner in which the Agency has supported the Government's psychological warfare efforts against North Vietnam. The enthusiasm and imaginative professionalism with which the Agency undertook this work has markedly contributed to the success of the program. While the task in Indochina will now be different, we all face a challenge in persuading all the people of Indochina to carry out the agreement in good faith. I am confident the Agency will continue to play an important role -- through instrumentalities uniquely available to it -- to achieve this vital goal. Among the many tasks undertaken with great dedication and profes sion?- alism, that of creating a variety of specialized leaflets and dropping them in the hundreds of millions was a noteworthy accomplishment. HOLDRIDGE~i1 5-37 Letters of Commendation to the Director of CIA and the Secretary of Defense for Psywar Efforts Undertaken Against NVN Recently we summarized for you the psyop activity undertaken by USIA in response to the President's directive for an all-out psywar effort against NVN and recommended that you sign a commendatory memorandum to the Director of USIA stating that the task remains to persuade the people of Indochina to carry out the agreement in good faith. Additionally, we believe a memorandum from you to the Secretary of Defense expressing appreciation for DOD's excellent accomplishments in the psywar campaign would be appropriate. At Tabs A-1 and A-2 are memoranda from you to the Director of CIA and the Secretary of Defense, respectively. RECOMMENDATION: That you sign the memoranda at Tabs A-1 and A-2.
