Soviet Union challenging the establishment of the FRG Federal

White House.

III. TALKING POINTS
It is a pleasure to welcome you.back to the White House, and
I look forward to receiving your views on the current situation
in Berlin.
We are fully aware of the USSR's position with regard to the
establishment of the Federal Environmental Office in Berlin.
It is our position that the FRG has the legal right under the
Four Power Agreement to have the office there.
3. 1 continue to view the Berlin Agreement as a solid achievement
which has made possible many practical improvements for
Berliners and which has enhanced the city's viability and
security.
4. Further, I view the agreement as an essential factor in
East-West detente.
5. You may be sure that the United States stands by its commit-
ments to Berlin.
