No Objection to Declassification in Full 2009/12/10: LOC-HAK-302-1-3-1 3Z?- '?: MEMORANDUM THE WHITE HOUSE WASHINGTON September 7, 1971 MEMORANDUM FOR: FROM: SUBJECT: QENERAL HAIG JOHN LEHMAN Proposed LIG Item: Classified Documents and Congressional Committees As part of the interagency study on declassification procedures, I asked Tom Latimer to table a suggested paragraph for the new Execu- tive Order now being drafted which would establish procedures under which Congressional Committees would have to handle classified information. The suggested paragraph is ,at Tab A. Several of the members of the interagency committee -- State, CIA and DOD -- objected to the inclusion of such a paragraph, mostly on the grounds that members of Congress would be unhappy with such an attempt by the Executive Branch to tell them what to do and that such rules would be unenforceable. I believe, nevertheless, that we should give further consideration to including a provision which will make it mandatory for each Congress- ional Committee to at least set up a security control officer to make sure that access to classified information is allowed only to those who are cleared and have a need to know. CIA has suggested that the subject be discussed by the LIG and I believe that is a good idea. Therefore, I recommend that we place this item on the agenda for our next meeting. In the case of classified material disseminated to Congressional committees, only staff members who have been cleared on the request of the Chairman of the committee under provisions of E. 0. _ will be provided access to such material. Such materi- al will be disseminated only on the understanding that it will not receive further reproduction or dissemination without the written approval of the head of the originating department, agency or Governmental unit or his designee. All such material will be returned to the originating office as soon as the Congressional committee no longer has need for such access, that time to be clearly designated in writing on the document at the time it is pro- vided to the committee. The Chairman of each committee should designate a member of the committee staff to serve as Security Control Officer. The Security Control Officer will continuously monitor all classified documents which are provided the Committee to ensure that access to such documents is allowed only to those cleared personnel having a need to know.
