Marshall SUBJECT: NSC Representative on Intelligence Resources Advisory Committee (IRAC) Secretary Kissinger approved a suggestion from Dick Kennedy and me that the DCI be asked to allow NSC attendance at meetings of the IRAC and its Working Group and receive relevant working papers (see Tab B). have talked with Colby's staff and have been assured that such an arrangement would be welcomed. The next IRAC meeting is scheduled for early November. Considering my own departure and other changes in the NSC staff, Don. KIS FROM: Richard Kennedy, A. W. Marshall SUBJECT: NSC Representation on the Intelligence Resources Advisory Committee (IRAC) The President's memorandum of November 5, 1971 included as one of its actions the establishment of the IRAC to advise the DCI on: ? The preparation of the consolidated intelligence budget. The allocation of resources among programs. It is chaired by the DCI and has representatives from Defense, State, OMB and CIA. There is also a Working Group chaired by thc representative. It would be useful 11 the NSC was represented at the meetings of the Committee and the Working Group. We would be better informed about the major resource issues and basis of the consolidated budget when it comes up for Presidential review. OMB feels that we should be involved in the IRAC process. Observer status and receipt of the working papers would be sufficient. RECOMMENDATION We recommend that the DCI be asked to allow NSC attendance at the meetings of IRAC and its Working Group, and receive relevant working papers.
