MEMORANDUM FOR THE SECRETARY OF DEFENSE
SUBJECT; Your Memorandum on NATO Consultation for
Release of Nuclear Weapons
The President has approved your proposed change in our
position paper on the procedures for requesting release of
nuclear weapons. He has also approved your request to make
other non-substantive changes in an effort to obtain agreement
from. the. othe r_.NPO members.
In urging acceptance of our position, however, we should
avoid any peremptory rejection of further discussion.`
