Citizenship to Americans who join the Israeli armed forces is doing great damage to the U. S. in the Arab world because it is being widely publicized there. The President's concern here is that this may result in Arab counter -reaction which would result in their asking for Russian volunteers who would then come in and fly Egyptian planes and thus greatly increase the danger of escalation. He would like you to study this possibility and. give him an analysis. In order to get a general overall view of the whole Mediterranean area situation, the President thinks it would be advisable to send Robert Murphy on a quiet tour of the area and have him report back privately to the President on the situation.
