CT: Briefing at NSC Meeting, Wednesday, August 19
The President would like you to brief on the Soviet threat at the
August 19 NSC meeting on the defense budget, highlighting recent
information and updating the several briefings you have given
on this subject to the NSC. It would be particularly useful if
you could:
-- draw some comparison between the 1960 and 1970
general purpose forces and capabilities of the USSR,
Communist China and the Warsaw Pact countries,
well as what we think about the future;,
- discuss the effect of the Sino -Soviet difficulties on the
size and disposition of the forces of both sides;
-- review their tactical nuclear capability what
,where is it, what training is involved, etc.
-- discuss, if possible, their doctrine on the use of con-
ventional forces and nuclear forces.

some specific aspects of the enemy threat at the NSC meeting
on the defense budget. I have prepared a memorandum for
your signature to that effect. Dick Kennedy agrees.
