SUBJECT: Guidance Cables to the Vice President
Attached for your clearance, are two cables to the Vice President
which you should clear this afternoon because of the time sensitivity.
At Tab A is a cable suggesting that he be non-committal concerning
our compensation to South Vietnam for its activities in Cambodia.
At Tab B is a cable suggesting t he privately inform Lon Nol that
he will be receiving in about a week a loan of sic helicopters. At
my suggestion, Kennedy will add to the cable information for the
Vic* President (and Lon Not) concerning how we plan to handle pub-
licly these helicopters after they arrive. The straight facts, I. eee
that these are U. S. helicopters issued to the South Vietnamese and
loaned to the Cambodians.
Please call or have someone call me with your clearances on these
cables.
