As expected, Smith has asked to proceed on our two for two ABM
position (Tab B). He has had another private talk with Semyonov who
evinced interest in our position and continued to indicate that he is
getting new instructions of some kind himself. - He asked for a delegation
head meeting on April 6. While this is a minuet, there would seem to
be no reason to delay presentation of our position. If the Politburo is
indeed deliberating, it may even help clarify matters for them.
RECOMMENDATION
That you initial the attached backchannel for transmission to Smith (Tab A).
