ia the brief message a b 11 Ambassador Farland has confirmed
delivery of the President's thaak-you nbte to the Shah asking the
Shah to receive Secretary Cs)nnally. That is now in the open, and
there is nothing more that needs to be done on that score. I shall
be sending you separately a briefing memorandum which you could
forward to Connally on the subjects which will be discussed with
the Shah.
Jt the end of his telegram., :Ambassador Farland asks whether you
could summarize for him the salient points of the President's talk
with the Shah which concern his operations there. In the draft telegram
at Tab A 1 have tried to do this from what I gather from your debriefing.
I have particularly mentioned what we are doing on i he military commit-
ments the President made so that rarlend will understand the bureacratic
state of play here. I have set you separately a triernorandun to the
Secretaries of Stale *ad Lefense on that subject for your signature.

I. Clad to see that Secretary Connailly's visit is now openly in the
planning stages. We will provide him from this end with background ell
the President's discussion with the Shah so that he can pick up from
that point,.
Z. Following for your personal background are the main points covered
President's discussions with the Shah:
The President described the background syld the purpose
of his summit meetings in Peking and Moscow in relation to
developments last fall in South Asia and this spring in Viet-
. The President noted that he his no over-expectations
about what the summit meeting. can be expected to achieve;
the Soviets have not changed their overall objectives.
b. The Shah sees the Middle East in danger from increasing
Soviet pressures. He cited the had that li.ctrope will incristaingly
depend on the Middle East for its oil and that the ljaited states

The Shah stressed the importance ot Iranian self-re iance
and reiterated his continuing desire for modern weapons. The
President was forthcorain.g in response. Specifically, he
committed us in prinelple to sell P-14 sad 1-15 aircraft as soon.

Iran additional military technicians from the US services to

plan for folkowing up on these Presidential commitments. The
reply to this memorandum is due June 30. )
ri. The Shah descrthed his concerns about the region at cone
length. Ha is afraid the Soviets might succeed in establishing
a coalition of Kurds, Bantitis and Communists in Iraq which
would provide a more settled base lox the Soviet position. He
feels that we should do all we can to help strengthen Turkey
which is in a difficult situation right now. He is concerned about

the weakness of Afghanistan and the pressures tot disinte-
gration in West Pakistan and feels that we should do en we

The Shah is coocerned to see some progress made on the
Prab-Israeli problem. While recognizing isracii concern, he
feels that tbe US hyoid urge the Israelis to be more flexible.
