Diplomatic: Charge' Rives has suggested that Cambodia request emergency
assistance from UNICEF and a visit by an IMF mission. The Cambodians
said action would be taken promptly. This will enhance the international
and UN presence in Cambodia.
-- Dutch Foreign Minister Luns told our Ambassador on June 27 that
the President's stature in Europe has increased during the past 18 months
and that the Europeans have learned not to underestimate him. The
President's firmness in Cambodia, Luns said, has been "well recognized"
in Europe. Luns has stated in the Parliament and at NATO that U.S. actions
in Cambodia may have a salutary effect in the Middle East.
-- The Djakarta Three saw U Thant and the Canadian Foreign Minister
separately on June 29. They are now preparing their report.

plans for aerial psyops missions over eastern and southern Cambodia.
Lon Nol asked that whenever a mission is aimed at Cambodians rather
than Vietnamese Communist forces the Cambodian Government be consulted
regarding the theme and wording of the leaflets. This is provided in the
rules of engagement.

Third Country Military Forces in Support of Cambodia

Diplomatic Steps
1. U.N. Presence in Cambodia. Charge Rives on June 29
saw Prime Minister Lon Nol, Foreign Minister Yem Sambaur,
and Finance Minister Op Kim Ang and suggested that the GOC
request emergency assistance from UNICEF and a visit by an
IMF mission. The Cambodians noted the suggestions and said
action will be taken promptly. Such action will enhance the
U.N. and international-organization presence in Cambodia.
In addition, the UNDP resident representative said he intends
to withdraw only such U.N. technicians and experts as are
entirely unable to continue work in Cambodia due to the security
situation; others he hopes to retain in order to continue
his program and prepare for future projects.
2. Dutch Foreign Minister's Views. Dutch Foreign Minister
Luns, in a conversation June 27 with Ambassador Middendorf,
stressed his view that the President's stature in Europe has
increased during the past 18 months and that Europeans have
learned not to underestimate him. The President's firmness
on Cambodia, he said, has been "well recognized" in Europe.
Luns has been emphasizing both in the Dutch Parliament and at
NATO that U.S. actions in Cambodia may have a salutary effect
in the Middle East.

3. Chinese Aid to Cambodia. Charg6 Rives on June 29
discussed with Foreign Minister Yem Sambaur the legal,
political, and practical problems which would arise from
Chinese Nationalist military aid to Cambodia, and suggested
that the GOC might wish to indicate to Taipei a preference
for economic, including financial, assistance including
donation of Taiwan-manufactured items. The Foreign Minister
was understanding, and was impressed by the problem of
introducing M-14 weapons requiring still another type of
anununition. He promised to raise the issue in the Cabinet.
4. Ejakarta Three. The three representatives of the
Djakarta Conference called on U Thant June 29 to report the
results of their conversations in Moscow, London, Warsaw,
New Delhi, and Washington. After a meeting the evening of
the 29th with the Canadian Foreign Minister in Ottawa they
will return to New York June 30 to prepare their report.
5. Dutch Initiative on Indo-China. A Dutch Foreign
Ministry official said June 29 only "about half" the twelve
countries approached by the Netherlands to join in an
Indo-China peace initiative have responded favorably, since
the plan was announced in early May. The initiative has
encountered problems in the consultative process and may die
on the vine.
6. Sihanouk To Be Tried in Absentia. A Cambodian High
Command spokesman announced June 30 that Sihanouk will be
"put on trial" July 3 before a military tribunal at Phnom Penh.
The charges were not specified.
Information
1. Arrival of U.S. Military Aid. The FANK briefer
announced June 30 that a convoy of 40 trucks carrying aid
items would arrive the evening of June 30 via Route 1.
The Embassy has confirmed to newsmen that these vehicles
and contents are part of the FY 1970 MAP program. Reuters

reports from Phnom Penh that "about a dozen" cargo aircraft
were seen the night of June 29-30 at Phnom Penh airport
unloading crates believed to contain arms and ammunition.
2. Aerial ps2aal. Charg?ives on June 29 described
to Lon Nol and Foreign Minister Yem Sambaur our plans for
aerial psyops missions (leaflets and loudspeakers broadcasting)
over VC/NVA-occupied and contested portions of eastern and
southern Cambodia. The Prime Minister immediately approved.
He requested that whenever a mission is aimed at Cambodians
rather than VC/NVA (e.g., warning the civilian population of
air strikes) the GOC be consulted regarding the theme and
wording of any leaflets. This is provided for in the rules
of engagement for aerial psyops missions over Cambodia.
3. Thai Reaction to Mansfield Statement. A Thai Foreign
Ministry press release of June 30 reacted sharply to Senator
Mansfield's remark that "my guess is that the Thai have
designs on parts of Cambodia at the appropriate time." The
release, quoting a "source in the Ministry of Foreign Affairs,"
said, "It is regrettable to observe to what height of ir-
responsibility a U.S. senator can climb. Either the said
gentleman has a very rusty knowledge of history and political
science which he taught so many years ago and has, therefore,
forgotten how Texas, California and New Mexico were annexed,
or he must have developed an acute case of mental rabies."
The release continued by emphasizing that Thai action in
Cambodia is at the request of the GOC. Our Embassy in Bangkok
will take an appropriate opportunity to point out the in-
appropriateness of an official statement of this kind and
the difficulties it causes for friends of Thailand.
Actions to Improve Intelligence Capabilities
Airlift Completed. Two airlifts of vehicles and necessary
equipment for the enlarged U.S. mission in Phnom Penh were
completed June 30.

? 1. A brief summary of military operations in Cambodia
including ground, sea, and air, both US and South Viet-
namese, is as follows:
a. Operations in the Base Areas:
(1) As of 301200 EDT, all US troops had been with-
drawn from Cambodia. A total of 15 US personnel are
reported to be missing in action in Cambodia.
(2) In the Parrot's Beak, ARVN forces engaged an
enemy force 19 nautical miles north-northeast of Prey
Veng. Twenty-nine enemy were killed. ARVN losses were
14 wounded and seven are missing.
(3) Operations in the Fish Hook, Base Area 351, and
Base Area 350 terminated at 301200 EDT June 1970.
b. Refugee Evacuation Operation.
In Operation Cuu Long I, a VNN vessel departed Phnom
Penh at 300001 EDT with 1,800 refugees. Destination
and estimated time of arrival was not reported. Another
VNN vessel is scheduled to depart Phnom Penh with 2,100
refugees on 1 July 1970.
