President Nixon would be grateful if Prime Minister Chou En-lai would agree to meet with Dr. Kissinger privately prior to the first plenary session in order to work out the agenda of subsequent meetings and the process for completing the Communique. It would also be appreciated if arrangements arrived at by your side can provide for the return of Dr. Kissinger to the Guest House in sufficient time to join the Presidential motorcade preliminary to the first plenary session. It will not be necessary to respond to this request via this channel. Rather Dr. Kissinger will be prepared to receive instructions from the designated representative of the People's Republic of China at the time of his arrival in Shanghai or Peking. 2. The U. S. side has investigated the possible situation reported by the Chinese side on February 9. As a precautionary measure, we will have fighter aircraft on special alert during the period when the President is flying to Shanghai. These aircraft will remain on the ground unless needed, since we are confident we would have early warning of any threat to the Presidential aircraft.
