The U. S. side would like to inform the Prime Minister that an
agreement has been reached between the United States and the Democratic
Republic of Vietnam with only a few technical details on the protocols
outstanding. The United States and the Democratic Republic of Vietnam
have agreed to initial this Agreement in Paris on January 23, 1973 and
sign it in Paris on January 27, 1973. For this reason, the President has
decided to suspend all bombing and mining of the Democratic Republic of
Vietnam. This will be announced at 12:00 Noon Washington time, Monday,
January 15, 1973.
The United States and the Democratic Republic of Vietnam have also
agreed that Dr. Kissinger should visit Hanoi on February 8 to February 11,
1973. The purpose of this visit will be announced as being to develop a basis
for normal and peaceful postwar relations.
The information about schedules will not be announced at this time
and is strictly for the information of the Chinese Government.
It has occurred to the U. S. side that it would be efficient and con-
venient to combine Dr. Kissinger's trip to Hanoi with a visit to the
People's Republic of China. This would also be important on substantive
grounds so that the U. S. and Chinese sides can begin exchanging ideas
about the world situation in the aftermath of the Vietnam war. The U. S.
side would therefore like to propose, if it is convenient to the Chinese

Government, that Dr. Kissinger visit Peking from February 13-17,
1973. The U. S. side would appreciate it very much if the Chinese side
could confirm if these dates are agreeable. If not, a less convenient
date in March can be proposed.
