Chairman Mao and Premier Chou have learned
of President Nixon's expressed desire to visit China
again. The Chinese Government welcomes the President
to revisit China at an appropriate time.

The Chinese side has learned of the U.S. side's tentative
thinking on the settlement of the question of Cambodia.
JUst as Premier Chou pointed out to Ambassador Bruce, in
settling the Cambodian question, all parties concerned
should respect Cambodia's sovereignty. It is impossible
for the Chinese side to conduct any talks with the United
States in place of the Cambodian side. The Cambodian question
can only be settled through direct negotiations between the
? U.S. side and the Royal Government of National Union .of
Cambodia led by Samdech?Norodom Sihanouk, . The Chinese side
?ean?communicate the U.S, tentative thinking to the Cambodian.

groups it has there. It is prepared to arrange for the
withdrawal of Lon 1:ol for medical treatment in the United
States. In return,-it would like a cease-fire, if necessary
for 90 days, a negotiation between the Sihanouk group and the
. remainder of the Lon Nol group. While this negotiation is
going on in Cambodia, the United States would authorize some
discussions between the staff of Ambassador Bruce and the
? subordinates of Prince Sihanouk in Peking. laid when this
process is completed in some months, the U.S. would not

saw Huang Chen today for half hour, at his equest. He brought
note welcoming President to revisit PRC (attachment 1) and reply to
our de hes on Cambodia (attachment 2).

most welcome visit Washington, either in conjunction with any visit
to UNGA this fall or of course independently of UNGA. Huang said he had
no knowledge of any UNGA trip plans but would pass on invitation to Premie
. On Cambodia I said their note's summary of U.S. position was corrcct.
There was little discussion. I reiterated our willingness carry ott such
an arrangement. I asked again if PRC had any advice on this for my Paris
talks. I said Premier if he wIshed could discuss our prOposal with DRV
leade r
Peking.
4. I reassured4olsossa again on Brezhnev visit and promised him full briefing
and consultation before, during, and after.
