The US side regrets the necessity of proposing a postpone- ment, since it had been hoped that a visit by Dr. Kissinger would provide an opportunity to pursue issues of common interest, as earlier discussed with Ambassador Huang Chen, as well as to further the cause of peace in Cambodia. It will, of course, be necessary to make a public announce- anent of the postponement of Dr. Kissinger's visit. The US side pxopases, if satisfactory to the Chinese side, to make the following statement at a mutually acceptable date: "The Government of the United States and the Government of the Peoples Republic of China have decided that, because of scheduling difficulties far both parties, it will be necessary to postpone consideration of a visit by Dr. Kissinger to Peking. " The US side would make na further comment on this announcement. During those canversatians, according to our reports, the Charge rejected the idea of any dialogue with Sihanouk, whom he described as unacceptable to the Khmer Rouge, and as outmoded. We are extremely doubtful that Soviet involvement will be beneficial to the interests of either of us,.
