We were not able to arrange meeting for T. N. Kaul here with the President, who is preoccupied with upcoming press conference. He wanted to see me anyway, so I spent 45 minutes with him here in general discussion, touring the compound, and introducing him to notables such as Haig, Laird, Ziegler, Harlow, Buchanan, and Mrs. Armstrong. Z. His main point was an effort to engage me in mediation to break deadlock over prisoners. On basis of our discussion I agreed to pass on message to Bhutto, which is attached. This is for your eyes only and must not be discussed with anybody repeat anybody. 3. He asked again about the rupees, debt rescheduling, and agricultural export controls. On the economic issues being negotiated, ?I told him I had heard from you that things were working out well. 4. I mentioned to him that we have seen reports of domestic problems in India, and we wanted to assure the Prime Minister of our interest in her success.
