You will be receiving message from Secretary of State today
requesting your views on whether or not you consider that you should
attend future meetings in Paris until the other-side is represented by
senior negotiator. I wanted you to-know prior to your responding to
this inquiry that the President feels strongly that you should not
attend the next meeting or subsequent meetings until the other side
has raised the level of their representation.
I am providing this information to you via this channel so that
you will be guided in your response to the Secretary with the full
knowledge of the President's views.
