1. PLEASE CALL IN HUANG CHEW OR, IN HIS ABSENCE, HAN HSU, AND
CONVEY FOLLOWING UPDATED REPORT ON MY MID-EAST MISSION FOR THE
CHINESE LEADERS. WE ARE CONVEYING THIS IN SPIRIT OF OUR
CONTINUING DESIRE TO CONSULT WITH PRC ON IMPORTANT INTERNATIONAL
ISSUES:

A. I WANT PRC TO KNOW THAT AS RESULT OF MY DISCUSSIONS IN LAST
FEW DAYS I AM ON VERGE OF GETTING THE AGREEMENT OF BOTH SYRIA
AND ISRAEL ON THE KEY ISSUE IN THE NEGOTIATIONS, NAMELY THE LINE
OF SEPARATION BETWEEN SYRIAN AND ISRAELI FORCES. TO BREAK AN
IMPASSE, I MADE AN AMERICAN PROPOSAL, WHICH BOTH SIDES
HAVE NOW ACCEPTED IN PRINCIPLE. SIMULTANEOUSLY WITH FURTHER
DISCUSSION OF THIS ISSUE, I AM TRYING TO RESOLVE SIGNIFICANT
ISSUES ON OTHER MAJOR ELEMENTS OF AN AGREEMENT, NAMELY
MUTUAL LIMITATION OF FORCES, A UNITED NATIONS PRESENCE,
AND OTHER RELATED MATTERS QUITE SIMILAR TO THE ELEMENTS IN THE
EGYPTIAN-ISRAELI DISENGAGEMENT AGREEMENT OF JANUARY. I AM
EXTENDING MY STAY IN THE MIDDLE EAST IN ORDER TO BRING THIS
NEGOTIATION TO A CONCLUSION.

3. I EXPECT THE TERMS TO BE WORKED OUT HERE IN THE AREA
AND INITIALED WHILE I AM HERE. AS A PURE FORMALITY, THE FINAL
DOCUmENTS WILL PROBABLY BE SIGNED IN GENEVA WITHIN THE MILITARY
WORKING GROUP. IT IS THE UNANIMOUS DESIRE AMONG ALL THE PARTIES
TO THE NEGOTIATION, INCLUDING SYRIA, ISRAEL, EGYPT AND THE UNITED
STATES, THAT NO REPEAT NO SOVIET PARTICIPATION CAN BE PERMITTED
EXCEPT AT THE FINAL PRO-FORMA SIGNING. WE WILL PRSABLY AGREE TO
HAVE AMBASSADORS BUNKER AND VINOGRADOV BE PRESENT AS WITNESSES,
OR ALTERNATIVELY OUR MILITARY ATTACHES, OR SOME SUCH ARRANGEMENT.
I WILL REJECT ANY SOVIET ATTEMPTS TO HAVE US AND SOVIET FOREIGN
MINISTERS PRESENT OR TO PARTICIPATE IN THE NEGOTIATIONS.

1. Please call in Huang Chen or, in his absence, H Hsu, and
convey following updated report on my Mid-east mission for the
Chinese leaders. We are conveying this in spirit of our
continuing desire to consult with PRC on important international
issues:
BEGIN MESSAGE:
A. I want PRC to know that as result of my discussions in last
few days I am on verge of getting the agreement of both Syria
and Israel on the key issue in the negotiations, namely the line
of separation between Syrian and Israeli forces. To break an
impasse, I made an American proposia ;fflivistier which both sides
have now accepted in principle. Simultaneouittyik with further
discussion of this issue ,I am trying to resolve significant issues
on other nsisrianx major elements of an agreement, namely
mutual limitation of ismossigx forces, a United Nations presence,
and other related matters quite similar to the elements in the
Egyptian-Israeli disengagement agreement of January. I am

extending my stay in the Middle East in order to bring this
negotiation to a conclusion.
B. I expect the terms to be worked out here in the area
and initialed while I am here. As a pure formality, the final
documents will probably be signed in Geneva within the Military
Working Group. It is the unanimous desire among all the parties
to the negotiation, including Syria, Israel, Egypt and the United
States, that no repeat no Soviet participation can be permitted
except at the final pro-forma signing. We will probably agree to
have Ambassadors Bunker and Vinogradov be present as witnesses,
or alternatively our military attaches, or some such arrangement.
I will reject any Soviet attempts to have US and Soviet Foreign
Ministers present or to participate in the negotiations.
