ON-FILE NSC RELEASE INSTRUCTIONS APPLY We have received -reports of two developments in the Cambodian situation which I believe you would consider positive and favorable. -- First, a Defense report received today indicates that Routes 1 and 4 in Cambodia are both open, contrary to press accounts. --- The South Vietnamese had no reports of enemy activity along Route I -AQ of 18 June, and while this road is susceptible to enemy interdiction, the South Vietnamese intend to keep it open. Two convoys weekly are run over this route. The South Vietnamese have not received any request from the Cambodians to help keep it open, but have the air and ground forces to do so readily available if asked. ~- On Route 4, visual reconnaissance conducted during June 17-18 indicated that all bridges were intact and that light traffic was moving on all segments of the road. Enemy forces formerly at Kampong Speu (southwest of Phnom Penh) have evidently now withdrawn to the south. Route 4, like Route 1, is susceptible to sporadic enemy interdiction. -- Second, a new ARVN operation will begin tomorrow against a suspected enemy base area in Northeastern. Cambodia (see attached map). This area is believed to contain enemy caches, storage areas, a production unit and a dispensary. Allied forces had completed operations on June 12 in an enemy base area just to the south, and the new thrust should throw enemy forces off. balance and help relieve pressure on the Cambodians. It will involve some 3800 South Vietnamese troops under the command of the Z3rd ARVN.Division., and will last about 10 days. We will provide tactical air support, gun ships, assault helicopters, medical evacuation, and logistics and supply support necessary to insure success. -- No U. S. ground troops will be employed but 42 U. S. advisers will go into Cambodia. All U. S. support, including advisers will be withdrawn prior to June 30.
