SUBJECT: Revision of National Security Council Intelligence
Directives
Attached at TAB A is a memorandum from Ken Dam of OMB
to you, Shultz, and Helms.
Remaining issues among the interested parties are stated
on bottom of page 3 and top of page 4.
? Four-star rank for Director of NSA. I checked this with
Haig and he agrees wording should be left as in current di-aft, which
indicates not less than three star. Fourth star at Presidential dis-
cretion.
? Granting Secretary of Defense authority to delegate his
authority over the Director of NSA. PFIAB objects to provision in
current draft version of NSCID No. 6. OMB argues that authority
to delegate is essential and should be, and has legally to be conferred
by the NSCID. All other parties are with OMB.
At TAB B is the 1 December version of the NSCID's
referenced in Dam's memorandum.
RECOMMENDATION
Reject PFIAB suggestions for mandatory four-star rank for
Director of NSA.

his authority over Director of NSA be deleted from Section 3(a) of
NSCID No. 6.
