Bill Colby and Carl Duckett will attempt to see you before the SALT
meeting today to give you a short memo on the new Soviet silos. An
advance copy of the memo is at Tab A.
For the past few days, CIA has been wrestling with the problems
associated with the new silos:
Is there any way to verify that the new silos are as the Soviets
claim, intended for comxnand and control?
-- What actions could the Soviets take to preclude use of the new
silos as missile launchers?
-- Are there measures the Soviets could take to positively identify
the new silos as command and control facilities which would be verifiable
early in the 18-24 month construction period?
