Kissinger Assistant to the President for National Security. Affairs .44.? SUBJECT : New Satellite Photography of North Vietnam 1. At the WSAG meeting of 7 August, you requeked that we provide you with an analysis of the next satellite photography of Nerth Vietnam, as soon as such photography was received in Washin ton. The attached memorandum is in res onse to that re uest. ' 25X1:: 2. This memorandum has been prepared by the Central Intelligence Agency and has not been coordinated with other intelligence agencies. 25X1 the entral nte ligence Agency and the Department of Defense draw somewhat different conclusions from this photography on the subject of t? North Vietnamese imports of military equipment. The DOD believes that the photography provides fairly convincing evidence that North Viet- nam has recently received at least some military equipment from the USSR or China. CIA analysts believe that the evidence does not allow so strong a judgment, and that while there is a 50 percent probability that military equipment has been newly imported into North Vietnam, there is also a 50 percent probability that the equipment has been in- side the country for some months, perhaps since before 28 January. the attached memorandum, it is the CIA view which is expressed. in0 No Objection to Declassification in Part 2011/03/28: LOC-HAK-538-2_9_n 25X1 No Objection to Declassification in Part 2011/03/28: LOC-HAK-538-2-2-0 3. Except on this question of military imports, working level discussions between CIA analysts and those in the Defense Intelligence Agency have revealed no significant differences on other aspects of the new photography.
