FROM: HENRY A, KISSINGER }~~_
SUBJECT: CIA Estimates of the Security Situation ih. China
` Relating to Your Visit
At Tab A is a National Intelligence Estimate of security conditions in
China as they relate to your .visit to the People's.Republic. The study
concludes that there is na eva.dence suggesting you will be exposed to
any danger or embarrassment while in China. It is felt that despite
she puxge of tap military leaders last fall, Mao and Chou En-lai have
sufficient authority to control any potentially disruptive farces during.
the period of your visit. The study notes, however, that the possibility.
~of som.e violent act by an ,individual cannot be totally ruled out.
At Tab ~ is a mare recent memorandum to you from the. Director of
Central Intelligence. Last minute information from China indicates
that the PRC authorities axe taking extraordinary security precautions,
in, conjunction with your visit: travel within China to Shan ha.i, Pekin ,
and Han chow is being tightly controlled;
~ As well,
questionable individuals are being placed under special control, and
physical security measures along the routes you will travel are i_n
evidence.
