KIS~INGE R May 23, 1973 ~~'~ o ~' FROM: ALVIN P. AI7~,? a SUI3JECTs Recent Comxxiunist Infiltration. in Indochina Attached at Tab A is the CIA's weekly report (May 22) of Communist lagistical and manpower infiltration in Indochina. The CIA .reported that logistics infiltration continues at a heavy rate and that despite the de~teetion of new combat groups starting south, the personnel infiltration. .system elsewhere appears to have closed down. The report notes that the North Vietnamese are continuing their buildup of supplies in South Vietnam and Cambodia. Despite rains, heavy vehicle traffic was observed in southern Laos and the North Vietnamese panhandle and .substantial amounts ag cargo coxitinue .to be moved into .northern MR-1. Within North Vietnam, sauthbovnd tank rno~vements were detected in the panhandle and the delivery of weapons and arnmunitian continues inta the Vinh and .Doug Hoi areas. In Quang Tri Province, bel:ween M.ay 3 and 9 almost 5,750 vehicles reportedly passed. through two .checkpoints and more than 600 buildings, mostly new and serving logistical functions, were detected in the Khe Sarah area. Concerning manpower, the report notes that four new combat .groups (2, 300 men) destined for MR~1 started south during the past week, but does not mention two additional groups reported an May 23 and five ath.er undetected gapafill groups which we believe departed earlier. Despite .this apparent step-up of personnel infiltration into MR~-1, the CIA weekly noted that the infiltration season now appears at a close elsewhere. Also, one regiment of the 320B Division reparteclly is in. the process of a routine redeployment for refitting to North Vietnam.
