SUBJECT: Your meeting with Admiral And~,e son, Monday, June 13
Purpose of Meeting
You. are scheduled to meet with Admiral Anderson for the purpose
of deleniating the parameters of the trip to the Far East which the
President discussed in his meeting on Friday, June 3rd, in the
Cabinet Room.
Background
You will recall that the President told the FLAB that he would like to
have those members of the Board that met with him in the Cabinet Room
make a trip to the Far East which would include Saigon, Bangkok,
Vientiane, Pnom Phen, Djkarta, and Manilla for the purpose of providing
the President with a report on their general impressions and with emphasis
on the intelligence situation in each of the locations, The President
explicitly excluded Governor Rockefeller from the party in view of his
forthcoming political activity and requested that the trip be completed
before the end of July. I asked Dick Smyzer in John Holdridge's
absence to meet with Admiral Anderson yesterday to conduct preliminary
discussions on the scope, timing, purpose and itinerary. In general the
following framework was agreed upon:
Group to depart CONUS by end of June or early July.
-w Two days in Bangkok.
-- One day in Vientiane.
-- One day in Pnom Phen.
Three or four days in South Vietnam with one day in Saigon
and the group splitting up for individual visits throughout the
countryside for the remainder of the period.
Two days Djkarta.

Two days in Manilla.

Talking Points
You should give Admiral Anderson a definitive charter on the
purposes of the trip. I would suggest that you merely ask them
for a general appraisal of the situation in each of the locations that
they will visit with emphasis on current intelligence and perhaps
a comparison between what they found on the ground and what
picture is being presented at the national level here in Washington.
Concerning the composition of the party you will recall that the
President inferred that only those who were at the meeting less
Rockefeller should be included. I understand that Dr. Baker has
already said he can make no contribution and I doubt that Dr. Land
or Frank Pace would necessarily make friendly noises. I see
no possible problems with the remainder of the FIAB but suggest
that we not insist in the light of personal problems which any of the
membership might have.
Coordination of the trip would best be placed under the broad
vicarship of the Department of State via the Executive Secretary
of the FLAB and staff. Close coordination with our staff should be
mandatory because of the interdepartmental nature and White House
flavor of the exercise.
Public relations handling of the trip should be low key and routine.
..-I would suggest that no announcements be made but that responses
to inquiries follow this line "the President has asked his Foreign
Intelligence Advisory Board to visit the following countries for
the purpose of giving him an assessment of the situation in these
countries.
Specific timing should be up to the convenience of Admiral Anderson
and his group. itt is estimated that the itinerary outlined above will
take approximately two weeks.
Transportation: It is probable that Admiral Anderson will ask
for a Presidential dictum which would provide for an Air Force
plane to be available for all or part of the trip. This will cost money
and will likely draw complaint from Mel Laird. However, a group of this

size performing a function directed by the President would
appear to qualify for government transportation and the entire
trip be facilitated immeasurably.
Additional Items
I suggest that you use today eeting to discuss the transfer of Pat Coin
to another agency before e next FLAB meeting. I have informally
coordinated with at NSA and he would be delighted to have
Pat. Therefore, I suggest that you and Admiral Anderson agree that
this office call Secretary of Defense and tell him that the President has
directed that Pat Coin be transferred at the same pay, grade to NSA.
I understand that Admiral 2~~xrill use Pat as sort of an inspector
general for NSA. His transfer may require a Civil Service ruling
to authorize another super grade for that agency. I could handle this
directly with the director of the Civil Service Commission. In any event,
I believe we should move next week to accomplish his transfer. I
have talked with Pat Coin informally and he would be delighted with this
arrangement and I am sure that Admiral Anderson would be equally
delighted have this relinquished from his back.
